A REGION, WE NEED TO MOVE FORWARD.
YOU HAVE THE STATE LINE AND YOU
HAVE THIS JOHNSON COUNTY HAUTEY APPROACH OF, THEY CAN’T SPEND
THIS CORRECTLY IN KANSAS CITY,
MISSOURI. THERE IS SOME DISTRUST OVER THE
JOHNSON COUNTY MANTRA AS WELL
THAT EVERYTHING IS PERFECT OVER HERE.
BUT IF WE CAN GET PEOPLE TO
AGREE THAT, HEY, THERE ARE SOME ECONOMIES OF SCALE, WAYS TO WORK
TOGETHER, ON NOT JUST BUSES BUT
ON ARTS AND ON SPORTS AND ON ALL OTHER KINDS OF THINGS, THAT
WOULD BE REALLY GOOD FOR THIS
COMMUNITY, AND THIS IS MAYBE A FIRST STEP.
TRANSPORTATION IS VERY
IMPORTANT. IT’S A FIRST STEP, BUT IT’S A

SUPPOSED TO PROVIDE, WHAT TAXES ARE SUPPOSED TO DO?
BUT THE KEY POINT HERE IS
WHEN YOU TALK ABOUT TAX CUTS AND YOU’RE WANTING TO ALWAYS MAKE
TAX CUTS, WHAT YOU DON’T REALIZE
IS THAT YOU’RE TAKING AWAY BASIC SERVICES AND AMENITIES THAT
CONTRIBUTE TO THE QUALITY OF
LIFE IN COMMUNITIES. SO THE LOWER THE TAX BASE, THE
HIGHER THE LIKELIHOOD THAT BASIC
SERVICES WILL SUFFER AND QUALITY OF LIFE WILL GO DOWN.

IT SAYS, JOHNSON COUNTY IS IN A
TWILIGHT ZONE, SOMEWHERE BETWEEN A WILLINGNESS TO INVEST MORE

LARGE PORTIONS OF THE UNITED

SATISFACTION SURVEY. THEY DON’T THINK THE SERVICES
ARE SO GREAT.
WHAT IF JOHNSON COUNTY HAS LOW TAXES?
I LIVE IN PLATTE COUNTY, AND
WE’VE GOT BIKING PATHS AND RECREATION AREAS AND LOW TAXES.
IF YOU WANT A TAX INCREASE,
YOU’VE GOT TO GO TO THE VOTERS ABOUT IT, AND THEY DON’T ALWAYS
VOTE FOR THEM, BUT THEY DO
SOMETIMES. WHAT WORKS IN JOHNSON COUNTY
MAY NOT WORK IN EVERY COUNTY IN
KANSAS OR EVERY COUNTY IN AMERICA, AND I THINK THE STORY
WAS LARGELY DESIGNED TO
DISCREDIT SAM BROWNBACK’S TAX POLICIES.
IT DID EVENTUALLY.
ONE OF THE THINGS I DISAGREE WITH CHAD COOPER, ORDINARILY A
GOOD WRITER, HE HAD THIS THEORY
THAT, GEE, JOHNSON COUNTY, IT’S TAXES THAT MADE THE COUNTY WHAT
IT IS.
WRONG. IT WAS THE FOUNDERS AND THE
CONTINUING SUPPORT OF THE PEOPLE
OF THE COUNTY WHO DECIDED WHAT THEY WANTED, HOW THEY WANTED TO
LIVE, AND THEN THEY DECIDED THAT
THEY WERE WILLING TO PAY FOR IT. LET ME TELL YOU SOMETHING.
IT’S GOOD, EFFICIENT GOVERNMENT,
USING THE TAXES PEOPLE GIVE THEM.

INCREASING TAXES, IT WOULD SEEM TO ME.

PEOPLE WILL DECIDE, IF THEY’RE GOING TO HAVE HIGHER TAXES FOR
BETTER LIBRARIES, HIGHER TAXES
FOR BETTER PARKS, BOTH OF AT LEAST HE I THINK THEY SHOULD,
BUT THEY WILL HAVE THAT DECISION

THEY THINK HE’S INTERESTING. MOST HAVEN’T MET HIM.

DEMOCRATIC CANDIDATE NECESSARILY.

WERE EXCITED ABOUT. THIS RACE WITH ORMAN INDICATES
THAT — YOU GUYS TALK ABOUT
KANSAS BEING THE RED STATE, AND NOTHING CAN HAPPEN, NOTHING IS
GOING ON, THE PEOPLE HAVE
DECIDED WAY AHEAD OF THE ELECTIONS HOW THINGS ARE GOING
TO BE.
WELL, THIS GUY, GREG ORMAN, HAS SHAKEN UP THE POLITICAL LIFE OF
THE STATE.
HE HAS BEATEN KRIS KOBACH IN THE COURTS, AND THE COURTS SIDE WITH

RUN. YOU CAN RUN AND THE DEMOCRATS
DON’T HAVE TO DO ANYTHING THEY

WELL, HE’S CERTAINLY GOT THE
STATE AND NATIONAL ATTENTION, AND ATTENTION IS FOCUSED ON THIS

TO RUN IN OPPOSITION TO MAYOR SLY JAMES ON ISSUES LIKE A NEW
AIRPORT AND STREETCAR EXPANSION.
THE ONLY POTENTIAL CANDIDATE TO OPPOSE JAMES FOR MAYOR AT THIS
POINT IS DAN COFRAN, WHO
APPEARED RECENTLY ON RUCKUS. I WOULD FOCUS 110% ON QUALITY
BASIC SERVICES THROUGHOUT THESY.
MORE SPECIFICALLY MY TOP PRIORITY WOULD BE DEALING WITH
THE CAUSES OF CRIME AND POOR
SCHOOL PERFORMANCE. AND I BELIEVE HE SAID HE
WOULD ANNOUNCE HIS PLANS EITHER
IN OCTOBER OR NOVEMBER. YOU FOLLOW ALL OF THIS VERY
CLOSELY.
WHAT DO YOU MAKE OF RECENT DEVELOPMENTS IN THIS LIST OF
POTENTIAL CANDIDATES?
WELL, IN DOING THE IN-DEPTH PREPARATION FOR THE SHOW, I WENT
BACK AND LOOKED AT THE 7
ELECTIONS I’VE COVERED SINCE 1991 OF LOCAL — YOU KNOW, 91,

AND EVERY TIME AROUND, THERE’S USUALLY A MAYOR WHO LOOKS LIKE
THEY’RE UNBEATABLE.
BARNES IS GOING TO BE UNBEATABLE IN HER SECOND TERM, AND SHE
BARELY MADE IT OUT OF THE
PRIMARY, MORE OR LESS. CLEAVERRER, HE HAD A TOUGH RACE
AGAINST DAN COFRAN.
I DO NOT THINK THAT SLY JAMES IS GOING TO HAVE A TOUGH ELECTION,
BUT THAT’S STILL SIX OR EIGHT
MONTHS AWAY. I THINK HE’S DONE A REALLY GOOD
JOB.
AS OPPOSED TO WHAT DAN COFRAN THINKS, I THINK HE’S DONE A
PRETTY GOOD JOB IN BASIC
SERVICES. LET’S THINK OF OVERALL.
THE NAMES YOU MENTIONED, THERE
ARE SOME HIGH QUALITY PEOPLE ON THERE.
THERE ARE PEOPLE STEPPING DOWN
WHO HAVE PROVIDED GOOD SERVICES, JAN AND SANDY, DONE A GOOD JOB.
I LIKE TERM LIMITS TO THE DEGREE
THAT WE’RE GETTING RID OF SOME PEOPLE AND NOW WE’RE GOING TO
GET PEOPLE WITH DIFFERENT
STRENGTHS IN THERE. LIKE ED FORD, LIKE JOHN SHARP,
JIM GLOVER.
THEY’VE ALL WENT OFF AND COME BACK ON.
THAT IS SOME EXPERIENCE, AND
THAT’S GOOD. BUT I THINK THE NEXT ROUND OF
ELECTIONS, WHICH WILL BE IN
APRIL AND JUNE WILL BE GOOD FOR KANSAS CITY.

SOMEWHAT UNREALISTIC EVEN AT
THIS POINT TO EVEN SPECULATE ON THAT, BECAUSE THE MAYOR APPOINTS
THE MAYOR PRO-TEM AND THE
COMMITTEE CHAIRS, SO THEY’RE GOING TO ABOUT LOYAL TO THE
MAYOR OR LOSE THEIR COMMITTEE
ASSIGNMENTS. PEOPLE WHO FEEL THAT WAY ARE
GOING TO HAVE TO MAKE THEIR
CASES ON ISSUES RATHER THAN ON SLY JAMES.
HE’S VERY POPULAR PERSONALLY,
AND THAT HAS ALWAYS COUNTED FOR A GREAT DEAL IN KANSAS CITY.
WOODY, DO YOU THINK IT’S
LIKELY, WHAT WE’RE TALKING ABOUT HERE, THAT THERE WOULD BE A
SLATE OF CANDIDATES, OF PEOPLE
WHO ARE OPPOSED TO A COUPLE OF KEY ISSUES JAMES IS PROMOTING,
FOR EXAMPLE, A NEW AIRPORT AND
EXPANSION OF THE STREETCAR SYSTEM.
THERE MIGHT BE TWO OR THREE
PEOPLE RUNNING THAT WAY. BUT IN THE END, THEY WIND UP
RUNNING FREELANCE.
IT IS ONE OF MY PROBLEMS WITH KANSAS CITY GOVERNANCE THAT WE
DO NOT HAVE SOMETHING EQUIVALENT
TO SORT OF LIKE POLITICAL PARTIES.
WHEN I WAS A YOUNG MAN, DECADES
AND DECADES AGO, THE CITIZENS ASSOCIATION DIDN’T JUST ENDORSE
CANDIDATES.
IT RAN A SLATE OF CANDIDATES, AND YOU KNEW WHAT THEY WERE FOR
AND WHAT THEY WERE AGAINST, AND
WHEN YOU VOTED FOR THE CITIZENS ASSOCIATION, THEY HAD AN AGENDA,
AND WHEN YOU ELECTED ENOUGH OF
THEM, THAT AGENDA WAS GOING TO TAKE PLACE.
NOW EVERYBODY RUNS ON HIS OR HER
OWN. BUT THERE ARE STILL
ENDORSEMENTS, AREN’T THERE?
YEAH, BUT THAT’S ALL THEY ARE.
I THINK HERE IS THE KEY AND
THE DIFFERENCE FROM EVEN 25 YEARS AGO WHEN I STARTED
COVERING THIS STUFF, IS THAT THE
PROBLEMS THESE DAYS ARE SO COMPLEX THAT IF I’M ED FORD, AND
I’M GOING TO BE WITH JERMAINE
REED ON THIS, THE NEXT PROBLEM COMES ALONG AND I DON’T AGREE

THAT’S EXACTLY WHAT’S WRONG WITH
WASHINGTON TODAY. THEY’D RATHER ATTACK THEIR
OPPONENTS THAN TAKE ON THE
PROBLEMS THAT WE FACE. IT DOESN’T GET ANY BETTER THAN
THAT.
AND OTHER CANDIDATES SHOULD TAKE NOTE OF HOW CLEAR AND EASY THAT
IS TO UNDERSTAND SOME AN
